Whitehall parks provide public access to the lake and river.
Public Lake Michigan shoreline immediately north of the channel. The city explicitly allows fishing along the channel, with benches and accessible waterfront approaches.

Boats and boat trailers cannot remain overnight inside the campground. Arrange the adjacent paid community-lot option with the manager before arrival.
